The following Yahoo search query will give you your compeition's links that aren't part of link exchanges and otherwise useless link pages.

link:http://www.yourcompetition.com -site:www.yourcompetition.com -links -linking -resource -resources -partner -partners

It's not perfect because a quality resource may in fact have a links page, but for the most part, this will get the job done quick and dirty. I will say this though, make sure your internal link structure is optimized before you go sniffin' the competition. Peace.
